Agenscia is in its foundational phase. At this stage, our priority is to build a progressive governance model—grounded in clear criteria, transparency, and collaboration—capable of supporting responsible decision-making and ensuring the legitimacy of what we are building over time.

Why governance from the outset

We believe that institutional infrastructure can only be sustained through rigor. For this reason, from the earliest stage, we are structuring mechanisms for decision support and strategic advisory—avoiding improvisation, personalization, and dependence on any single actor.

How governance is being built at this stage

Our governance model is guided by three core principles:

Clear, evidence-based criteria
To guide priorities and decisions.

Transparency and accountability
Consistent with the public-oriented nature of what we are building.

Institutional collaboration
No pathway to national scale is built in isolation.

Strategic Prioritization Committee

Mission:
To support Agenscia in identifying, analyzing, and prioritizing strategic agendas where applied science can generate the greatest public value, systemic impact, and relevance in health.

  • Supports the definition of priority themes and problems based on evidence and health system needs
  • Contributes criteria to guide decisions and avoid dispersion of focus
  • Strengthens the institutional legitimacy of agendas over time

What it is not
It does not replace public policies, nor does it define priorities unilaterally.

Scientific Intelligence and Strategic Direction Committee

Mission:
To support Agenscia in interpreting the scientific pipeline and building strategic focus—identifying opportunities, gaps, and pathways for public impact.

What it does

  • Helps map where science is mature, where evidence is lacking, and where impact potential is highest
  • Guides key questions: “where to focus” and “what needs to exist to move the system forward”
  • Contributes technical insight to reduce risks and strengthen institutional consistency

What it is not
It is not a funding body, does not allocate resources, and does not perform academic evaluation of research.

Advisory Council

Mission:
To provide strategic guidance to the Executive Director during the foundational phase, supporting institutional positioning, critical decisions, and the development of partnerships.

  • Acts as a space for reflection and support for strategic decisions
  • Contributes institutional perspective, field experience, and organizational and political insight
  • Supports legitimacy building and the development of collaborative networks

What it is not
It is not a formal governing board and does not replace future corporate governance structures.

We are under development and seek institutional partners willing to contribute seriously to this design.

Government and public institutions

Support in defining criteria, priorities, and alignment with public value.

Universities and research centers

Support in scientific intelligence, evidence gaps, and strategic focus.

Hospitals and health systems

Support in assessing feasibility, real-world flows, and care needs.

Transparency note

The governance structure is under development. As governance bodies are formalized, their composition and criteria will be progressively disclosed.
